What Is A Road Safety Audit -

A road Safety Audit is a systematic process of evaluating a new highway layout to identify
issues with the design or layout that may led to future road traffic collisions. The safety audit is based
on a simple two paragraph format citing the road safety issue identified and the likely collision
scenario that may occur and a recommendation proposing measures to mitigate the likelihood
of that collision occurring.

Road safety audits are usually undertaken against the Design Manual for Roads and Bridges

(DMRB) standard GG119, which applies to Trunk Roads and Motorways. This document sets
out the Road Safety Audit Procedure and lays down the qualifications required for those
undertaking audits. Although some authorities may have their own road safety audit policy, they
are generally based on the principles laid out in GG119.
The audit looks at the highway layout from all road users point of view taking into account the
particular need of vulnerable road users such as the following

  • Pedestrians
  • Cyclists
  • Horse riders
  • Mobility Impaired or Blind/partially sighted pedestrians

When Should a Road Safety Audit be Carried Out?

A Road Safety Audit is undertaken at key stages of a design of any road scheme and offers the ability of reviewing the safety of the scheme throughout the design process to ensure that the highway is as safe as practicably possible when open to traffic.

From our experience, it is always a lot easier to change the design or layout at the initial design stages prior to any work being completed. This will save a lot of time and money because once a scheme has been completed, any changes will have a cost and time implication.

The audit team are completely independent from the design team. The key designs stages are as follows;

  1.  Completion of Preliminary Design
  2. Completion of Detail Design
  3.  Completion of Construction
  4. Stage 4 Post Opening Monitoring (12 Months)

The audits should include a site visit undertaken by both of the Audit Team members together
and a Stage 3 audit should also include a visit of the site during the hours of darkness.

In addition to the audit team, the Police should be asked to attend a stage 3 audit however the
audit team may ask someone (at their discretion) from the maintaining agent or any specialist
advisors.

Who Should complete a Road Safety Audit?

Road Safety Audit should be undertaken by suitably qualified personnel who have experience in
collision analysis and meet the criteria specified in GG119
